题目：From Internet to Social Safety Net: The Policy Consequences of Online Participation in China
摘要：How to make governments more responsive to lower-class citizens? While existing literature focuses on improving the quality of elections, we argue that non-electoral institutions powered by modern information technology can also contribute to greater equality in politics. We substantiate this claim by studying the patterns and consequences of mass participation via a major internet-based petition forum in China, an authoritarian regime with the world’s largest online population. Content analysis of over 900,000 petitions reveals that the forum was predominantly used by rural and low-income citizens. Linking petition volumes to a new dataset of government policy priorities, we further show that increases in online participation led governments to place greater emphasis on social welfare issues, which tend to disproportionately benefit the poor. Additional analyses suggest that online participation induces policy changes by both raising the authority’s awareness of disadvantaged citizens and amplifying the threats of collective actions.
主讲人简介：孟天广，北京大学政府管理学院政治学学士、政治学博士，现为清华大学社会科学学院政治学系副教授，苏世民书院兼聘教授，仲英青年学者。兼任清华大学计算社会科学平台执行主任、北京大学中国社会调查中心兼职研究员，曾在哈佛大学、加州大学圣地亚哥分校等担任访问学者。研究领域包括中国政府与政治、比较政治经济分析、信息与网络政治、社会科学研究方法等。他在国内外知名学术期刊Comparative Political Studies、Global Environmental Change、Social Science Research、International Journal of Public Opinion Research、《政治学研究》、《中国行政管理》、《清华大学学报》等发表过30多篇中英文论文。
