摘要：Beijing and other Chinese cities restrict some residents from owning housing, thus forcing them to rent. We study the economics of such policies, using a simple general equilibrium model. We show that, when some agents are prohibited from purchasing housing, competitive equilibrium fails to attain a “second-best” efficient allocation that would maximize welfare subject to the constraint intended by the policy. We then explore the impact of several forms of taxation in such a setting, including property tax and transactions taxes on sales and rental. Surprisingly, although, at equilibrium consumption via rental is inefficiently low compared to consumption via purchase, either a positive sales tax or a positive rental tax leads to an increase in welfare.
主讲人简介：白亚耒（Alexander White）是清华大学经济管理学院经济系的助理教授。他于2005年在哥伦比亚大学取得经济学学士学位，并于2011年在图卢兹经济学院取得经济学博士学位。目前他在清华大学讲授本科生和研究生的产业组织理论课程，以及国际MBA项目的企业组织结构与分析课程。白亚耒教授的研究领域主要是产业组织理论和微观经济理论，尤其侧重于互联网经济学。他的文章“搜索引擎：质量在左，利润在右”（Search Engines: Left Side Quality versus Right Side Profits）探讨了在免费搜索结果和付费广告并存于同一页面的情况下，谷歌有怎样的激励为用户提供高质量免费搜索结果。该文获得2014年《国际产业组织期刊》（International Journal of Industrial Organization）最佳论文奖。他目前的研究集中在两方面：建立新的研究框架以更好地理解平台企业的竞争模式；理解电子图书行业的定价策略。白亚耒教授是清华大学财政税收研究所竞争政策项目主任。在2011年7月加入清华大学经济管理学院之前，他于2010-11学年在哈佛大学经济系进行博士后研究。
