Abstract:
Declines in state funding for universities have produced marked adjustments in the U.S. higher education market. Concurrently, income growth in emerging economies, like China, enabled students from abroad to pay for U.S. undergraduate education. This provides an opportunity for universities facing funding declines to recover some revenues from foreign students who pay full fare tuitions. Our analysis focuses on the interaction between the type of university experience demanded by students from abroad and the supply of U.S. higher education. We estimate that a reduction in state funding for universities lead to an increase in foreign enrollment at public research universities. Additionally, trade-induced income growth across regions in China, allowed students to afford an international education. We show that Chinese regions that grew rapidly due to trade send more undergraduate students to the U.S.

Gaurav is an Assistant Professor of Economics at University of California, San Diego’s School of Global Policy and Strategy. His research in Development Economics, Labor Economics and Applied Econometrics covers topics related to education and migration. He is a faculty affiliate at the Center for Effective Global Action, and a Non-resident Fellow at the Center for Global Development.
